To establish and implement dynamic plans to activate and strengthen physical, systems, social
and economic facilities.
To provide quality service and facilities for the public under the provision of the
Local Agenda 21 (LA 21).
To upgrade the Council capability in planning and implementing economic and social
development programmes.
To increase the public's involvement in planned developments programmes implemented by the
Council.
